Three Arch Bay is a 29-acre private, guard-gated community in South Laguna, the southern end of Laguna Beach. It takes its name from a set of natural rock arches in the cliffs, and it is one of the few Laguna Beach neighborhoods with its own residents-only beach. Homes range from small mid-century cottages to large oceanfront houses, split between Lower Three Arch Bay on the ocean side of Pacific Coast Highway and Upper Three Arch Bay on the hillside. This guide covers the history, the homes, the association, the rules that affect buyers, and how to tour.

Where Three Arch Bay Is
Three Arch Bay sits on the coast in South Laguna, near the southern end of Laguna Beach, south of Aliso Beach and close to the Dana Point city line. Pacific Coast Highway runs through the middle of it, and guard gates control entry on both sides. Street names include North and South La Senda Drive, Bay Drive and Barranca Way near the water, and streets such as Vista del Sol and Vista de la Luna on the inland side.
South Laguna was unincorporated Orange County until 1987, when the City of Laguna Beach annexed it. Three Arch Bay homes are now in the City of Laguna Beach for permits, zoning and city services. Older references sometimes still describe the area as unincorporated, but that changed with the annexation.
A Short History
The local history archive at light-headed.com and the community's Wikipedia entry fill in the background:
- 1926: The whole 29-acre site was reported sold for $135,000.
- 1927: The earliest known home went up at 17 South La Senda.
- 1929: Film producer Edward H. Griffith built the first rock pool, a pool cut into the intertidal rocks and refilled by the tide. His property, with a lighthouse, became a backdrop for films.
- 1934–1935: A post office named Three Arch Bay opened in December 1934. Residents then voted for a new name, and the area became South Laguna on December 1, 1935. Warner Bros. filmed Captain Blood there the same year.
- Late 1930s: By 1939, lots sold for $100 down on a $3,000 price, and early ads warned of "Rattlesnakes Galore."
- 1940–1980: Local architect Howard Wilson designed nearly half the homes built in the tract.
- 1952: Members laid the brick at the community clubhouse.
That long build-out is why the neighborhood mixes original cottages, mid-century custom homes and newer rebuilds.
Upper and Lower Three Arch Bay
Buyers usually talk about the community in two parts:
- Lower Three Arch Bay is the ocean side of Pacific Coast Highway. It includes the oceanfront and bluff homes and the streets closest to the beach stairs.
- Upper Three Arch Bay is the inland side, on the hillside above the highway. Homes here generally trade beach-adjacency for elevated ocean views, and some sit on larger lots.
Both sides are part of the same gated community and share the beach. In March 2026 the Orange County Business Journal reported a record sale for Upper Three Arch Bay: a 4,376-square-foot mid-century home at 100 Vista del Sol on about three-quarters of an acre sold for $13.6 million, $100,000 over asking, after about 10 days on the market. The same family had owned it since 1962. Prices vary widely with view, lot and condition. Redfin did not have enough recent sales to publish a September 2026 snapshot for the neighborhood.
Homes and Architecture
Three Arch Bay is single-family homes, most of them custom. You will find:
- Original beach cottages and mid-century homes from the 1930s through the 1960s, some of them Howard Wilson designs.
- Remodeled and expanded homes that keep an older footprint.
- Newer custom rebuilds, especially on oceanfront and view lots.
- A few oceanfront homes with tide-fed rock pools built into the intertidal rocks.
Some homes have been held by one family for decades, like the record 2026 sale, and may come with original systems. Condition varies as much as price does.
The Private Beach
The community's beach is reserved for residents and their guests. The sand is reached by private stairways between homes, and the cove is framed by rocks, tide pools and the arches that give the neighborhood its name. OCBJ also notes parks and fire pits as part of the community's amenities.
The shoreline is still governed by state rules. The California Department of Fish and Wildlife's Dana Point State Marine Conservation Area covers the coast between South Laguna and Dana Point, and it prohibits taking living marine resources from tidepools. Check the department's map for the exact boundary, and do not remove shells, animals or rocks.
The Association and Amenities
The Three Arch Bay Association runs the gates, common areas and beach access. OCBJ reported annual association dues of $3,025 in March 2026. Recent listings describe a clubhouse, tennis and basketball courts, a playground, parks and 24-hour guarded entry. Confirm the current amenities and dues in the association's documents, since both can change.
Compared with Emerald Bay, the gated beach community at Laguna's north end, Three Arch Bay is smaller and sits in the quieter South Laguna area, closer to Dana Point.
Schools
Three Arch Bay is in the Laguna Beach Unified School District. The district runs two elementary schools (El Morro and Top of the World), Thurston Middle School and Laguna Beach High School. Confirm the elementary assignment for a specific address with the district.
What to Check Before You Buy
Association Rules and Dues
Ask for the full association package early: CC&Rs, bylaws, architectural guidelines, rules for guests and beach use, the budget, the reserve study, recent board minutes and any special assessments. Minutes often show upcoming projects, such as gate, stairway or seawall work, before they show up as an assessment.
Remodels and New Homes
A remodel here can need several approvals. The association's architectural review comes first. Then the City of Laguna Beach reviews new homes and many larger projects, such as second-story additions, through its design review process. In 2026 the city began adopting objective design standards to make more single-family projects predictable. Because the community is in the coastal zone, many projects also need a coastal development permit. Ask the city's Community Development Department which path applies before you count on adding square footage or views.
Short-Term Rentals
If you hope to offset costs with vacation rentals, plan carefully. The California Coastal Commission approved Laguna Beach rules that ban new short-term lodging in residential zones, limiting new permits to commercial and mixed-use districts. Existing permits were allowed to continue. The association's own rules may restrict rentals further. Verify any permit and the CC&Rs before relying on rental income.
Oceanfront Due Diligence
- A geotechnical review of the bluff and slope, plus records of any seawalls, retaining walls or past slope repairs.
- Permit history for rock pools, stairs and decks near the water.
- Insurance quotes early, since coastal and wildfire risk affect availability and cost.
- A full inspection of salt-air wear on windows, railings, roofs and mechanical systems.
Who Three Arch Bay Suits
- Buyers who want a private beach and a gated, low-traffic neighborhood.
- Families who want Laguna Beach Unified schools.
- Second-home and long-term owners who value privacy over walkability to downtown.
- Buyers who will work within association and city rules for any remodel.
It is a weaker fit if you want to walk to downtown Laguna's shops and galleries, plan to run a short-term rental, or want a home with no association oversight. For an ungated beach neighborhood closer to town, compare Woods Cove.
How to Tour
- Arrange visits through your agent. Guards control entry, so open houses and showings need to be scheduled.
- Tour both Upper and Lower Three Arch Bay to compare views, lot sizes and walking distance to the beach stairs.
- Walk down to the beach at the time of day you would actually use it, and check high tide too.
- Drive Pacific Coast Highway north to downtown Laguna Beach and south to Dana Point at the hours you would travel. Crown Valley Parkway, just south, is the usual route inland to the I-5.
- Read the association documents before you write an offer, not after.
